Phil is the Chief Officer of Scotland’s Towns Partnership, the Scottish Government funded agency for all things towns, city centres and high streets. He is also the National Programme Director for Scotland’s Improvement Districts and with 25 years senior economic development experience across the public and private sectors, his role is to drive sustainable change through collaboration and partnership. Phil’s work in helping to deliver the Town Centre Action Plan, Big Data Tools, Town Centre First and an expansive Improvement Districts programme has delivered a step change in thinking, political profile and innovative progress. He also sits on Shelters Empty Homes Partnership Board and is a national ambassador for Adopt an Intern.
