The High Streets Task Force will support local leaders to develop the right plans for their town and city centres, and high streets. To do this, local leaders need access to data, information and evidence.
There is a wealth of data and research already in existence, but this needs careful vetting and integrating in a way that provides reliable and accessible ‘point-of-need’ support for busy place leaders.
The Task Force will be the ‘go to’ source of authoritative information, providing the latest high street data and insight, to assess, diagnose, identify action and evaluate performance.
- Dashboards to give local places visibility on relevant benchmark indicators, such as footfall and sentiment data;
- Online toolkits and diagnostics to help determine strategies and priorities;
- Best practice guides, including commissioned research;
- An annual review of England’s high streets and town and city centre performance.
Data dashboards (footfall and sentiment)
The High Streets Task Force dashboards are based on a successful prototype developed over the last few years with funding from InnovateUK. They are designed to help those engaged in place management to understand the performance of their town centre or high street.
Two versions of the dashboard are being offered:
The Advanced dashboard: available to any place management organisation in England that collects footfall data in a town centre or high street, using Springboard's automated footfall counting technology. The Advanced dashboard enables place leaders to identify their town type, and where it sits in the activity hierarchy, as well as a number of other functions, such as monitoring the daytime and nighttime economies.
The Standard dashboard: available to a wide variety of locations in England that agree to engage in a manual counting regime, counting three hours, over three days and three months. The Standard dashboard uses software, developed by Cardiff University, to turn these manual counts into one year of predicted, hourly footfall counts. This then enables place leaders to estimate their town type, level of attractiveness and other benefits.

Professional Research and Data Group
The High Streets Task Force convenes a Professional Research and Data Group, a group of organisations that meet to set the data and research agenda for high streets and inform the work of the Task Force.
