How to interpret Influence and Control Scores for the 237 Vitality and Viability Factors and the 25 Vitality and Viability Priorities

This resource is part of the Institute of Place Management’s (IPM) Professional and Technical Standards, Guidance and Notes Series. This guidance document focuses on the factors and priorities for vitality and viability, as identified in the IPM’s High Street UK 2020 Project. Research which aimed to bring often fragmented and inaccessible academic evidence directly to the high street, to underpin place-based interventions to enhance vitality and viability. As part of the project, a long list of 237 factors influencing a centre’s vitality and viability was identified from the academic literature. To ensure this evidence was useful for place management in practice, this long list was further refined through a panel of place experts.

This refinement process was based on ranking the long list of factors, first: based on how much influence that factor has over vitality and viability; and second, how much control a place leader has over that factor at a local level. It ultimately led to the top ‘25 priorities’ for vitality and viability – those factors with the most influence and control. This document, therefore, is written to assist place stakeholders with understanding how each identified factor and priority was scored in terms of influence (what matters?) and control (what can you do about it?). It covers the Delphi Technique used; the scales used to rank the factors; and how to interpret influence and control scores for the vital and viable factors and ‘25 priorities’.
