Reopening the high street

This first webinar in the Transformation Routemap series helps place leaders to consider approaches to high street recovery and transformation. It includes:

  • Frameworks for building capacity and coordinating the recovery and transformation process

  • The High Streets Task Force offer and how it supports the recovery and transformation process

  • Reflection on individuals' roles and significance in support local recovery and transformation.

Learning materials

Following the webinar, place leaders are directed to the following activities to support their local recovery and transformation. These steps were advocated by Professor Cathy Parker in her presentation.

  1. Establish a footfall baseline  (View the resource)
    For those without automated footfall technology, a manual baseline footfall count will enable you to record what your footfall levels are before lockdown measures are fully eased and, if feasible, before funded interventions are put in place. You will then be able to compare future counts with this baseline to understand recovery and when people are returning to the high street. A baseline will help local authorities that have been allocated monies from the £50m ‘Reopening High Streets Safely’ Fund which advises the footfall as an indicator for reporting.

  2. Begin a manual footfall counting regime  (View the resource)
    The manual footfall counting regime is for local authorities, and other place management organisations, like BIDs or community groups, who do not have automatic footfall counting technology, but who want to use footfall as an indicator of the health and attractiveness of their town centre. This resource shows you how to engage in a counting regime, which, if you complete will give you access to the High Streets Task Force Standard Dashboard (see below). 

  3. Register interest for a Task Force Dashboard   (Register)
    The High Streets Task Force dashboards are designed to help those engaged in place management to understand the performance of their town centre or high street.

    Two versions of the dashboard are being offered:

    The Advanced dashboard: available to any place management organisation in England that collects footfall data in a town centre or high street, using Springboard's automated footfall counting technology. The Advanced dashboard enables place leaders to identify their town type, and where it sits in the activity hierarchy, as well as a number of other functions, such as monitoring the daytime and nighttime economies.

    The Standard dashboard: available to a wide variety of locations in England that agree to engage in a manual counting regime, counting three hours, over three days and three months. The Standard dashboard uses software, developed by Cardiff University, to turn these manual counts into one year of predicted, hourly footfall counts. This then enables place leaders to estimate their town type, level of attractiveness and other benefits.
